Random selection is not a bad idea. In theory, last year's ISP had already remove all "under performers".

The whole performance review is cooked up beyond Grade 7+. How you know and relate to others matters more than technical contribution. I think the system is okay for the low level engineers. So the current algorithm to layoff people is anyways busted. The random selection sounds like a Sci Fi and can stress out more folks and will never be implemented
Idiot idea. Its a business, not a democracy
Performance is already the crutches they are using.
Hopefully it has been 2 to 4 years since you last got a promotion.
Since if you got one a year ago, you likely were rated "Satisfactory" this year so your manager could spread the tiny raise budget to others.
But what that means is now you are on the chopping block because the "fair and unbiased" focal budget has left you with the very real possibility of being one of the 12,000.
First time in my life i have regretted getting a promotion.
Idea has potential. It could be done the way people were selected for the draft in the old days. Random draw by birthdate or initials.

BK could do this live on his reality show . Trump could pull the numbers/letters. Imagine the camera zooms in if 5/9/60 or BMK were drawn. Invite all grade 12+ to the show too.
Don't get angry, I'm just trying to lift the mood, gallows humor I'm not the RCG off his meds :-).
Seriously, I feel badly for anyone affected no matter their race sex or age.
OP is as braindead as can be. Put down the internet and back away before you hurt yourself.
Somebody would sue them over that too. They would ask "why layoff randomly? That's not fair do it by performance".
