This article isn't discussing Intel at all. In the end, it's throwing vague hints at some company that they won't disclose unless you subscribe to their $10/month newsletter.
In other words, the whole article is thinly-veiled advertising for their own services. (And as @-uaz said, it was quite stupid.)
Frankly, the article is stupid, all what it had to say about Intel was this nonsense:
