Please don't give them VSP - they need to be fired one fine day in a single shot. Else, they will keep badmouthing about the company and let down the morale of all others around them.

Intel corporate culture says: "Yes, they're ok as long as they get shit done". In reality they DO get shit done using the primitive tools of fear and intimidation. They get reliable short term results and while doing so destroy long term productivity by driving away the most capable (those who are so good they can choose who they work for). But short term-ism is a side effect of bureaucratic management. The more bureaucratic the more Aholes are acceptable. Exhibit A: US Presidential Race

Intel Deadwood
The reason people talk about the "glory days" of the 90s is not because they are reliving THEIR last successes. It's because that was INTEL's last success. Intel took over servers in the 90s/early 00s and every since then it has been coasting. Did the employees change all of a sudden? No. Management changed. Andy Grove was the aggressive visionary in charge until '98 and everyone after him has been a smart but vision-less waste of the CEO office. The CEO quality has been getting worse and worse and Intel's ability to capture ANY new market is the proof point. Look outside Intel if you want a career with real growth.
so, a meritocracy? that sure sounds like an honest meritocracy to me.
The useless farts need to be dealt with in a structured form - first, give them a poor rating and screw up their focal.. They won't leave. Then, bring VSP and offer them a package to leave.. some might leave this time... If nothing works, ISP is the only option to get rid of the non-performing old farts.

VSP is one of the stupidest things Intel does to make cuts. The good people are the ones who takes the package and Intel is stuck with the undesirable employees. VSP usually only results in a few % of folks accepting and it's bad for overall morale.
