This is an interesting question. It is neither technical or managerial. If you are looking for a position of manager in Target, be ready to fill in your time with GTKY and coffee status. It requires special skillset that Target culture will teach you.

why joke? Look around Engineering manager roles in companies like Amazon, eBay etc. People in those companies at Engineering Manager role are highly technical and it is good that Target is now at least trying to emulate that model. To survive in this competitive market, we need tech-savvy people. I see lot of competent EM's joining from outside. However,Group Engineering manager (GEM), Sr.Group Engineering Manager (Sr. GEM) roles are joke as most of the folks ( I see few very sharp GEM and Sr.GEM's too) in that roles are not recruited from outside and they are the people who organically grown in Target and hardly know anything to do with technology.
During Sep reorg, all Managers, GM, SGM became EM, GEM, SGEM. In TTS, EM role is a joke.
That's the idea. Before the September reorg, anyone who wasn't an engineer took a survey and the magical calculation determined who was technical enough to be an EM and who wasn't. It also identified who should be in other roles - PO, SM, etc. EM's are supposed to be able to code. Managerial or people skills, however, are not required.
