Because Doug and his cronies needed the money for their bonuses. F$!k the landowner.
So easy to prevent royalty fraud. In addition to reparations; If an oil and gas company or individual (Operator) is convicted of / or settles a royalty fraud action, the lease can be terminated at the option of the royalty owner. If necessary any plugging, restoration or other liabilities associated with the lease shall be paid by the Operator. Even add criminal actions. If States would enact a law along these lines royalty fraud would stop.
