Span refers to the number of people reporting to a manager. A span of less than 8 is generally bad news for the manager. Levels refers to the flatness of an organization. A flat organization that pushes decision making down the chain of command instead of having everything kicked up is preferred. In the vernacular, its REORG TIME!!!

Spans and levels are generally bad news for managers as little empires that have been carved out are collapsed and merged back into a large amorphous mass.
