The PERM portion is the only part that will be effected. Filing the PERM consists of prevailing wage determination (2 months) and testing the labor market (6 months). These can happen simultaneously but qcom won't do it that way.
If your PERM has not been filed yet they will immediately stop it once an intent for layoff is made public (they will call this comprehensive analysis of the impact of layoff on your case or some bs like that which means they are sitting on it)
Say your labor testing was complete but PERM wasn't filed at the time of announcement. Since they announce the intent about 2 months before anybody knows they will be effected and issue at least 2 months advance notices. Likely from announcement to last departure is a full 4-6 months. The perm can only be filed after 6 months from the last departure. So all in all 1+ year will elapse by the time they are willing to file your case again. But by then your labor test and prevailing wage will likely have expired. So they will have to be redone.
Basically the qcom way won't give enough time for you to get a EB2 or EB3 green card if they will keep laying off every year. And even if not the backlog that built up from the last 2 layoffs will add significant wait times.
If this is a major concern for you talk to an outside immigration counsel on how alternative methods can work for you (EB1, EB2-NIW, FB, etc).
Most recent layoff was announced sometime in July. You can google that, it was a public announcement at the earnings call

No that's a lie. The legal team will take at least a year before they can start recruitment for one case regardless of when they say they started working on it. And every time citizens or permanent residents are laid off they will stop the PERM process and restart it 6 months after the last laid off citizen/resident left at the earliest. This is overly conservative compliance to DOL regulations. The two previous layoffs left a serious backlog of thousands of cases which means even more wait time now.
Don't expect to have a PERM approval before your 3rd possibly 4th year.
They start it as soon as you get your H1B visa, there is no wait.
