I work in HR and a little education here would help. Federal law requires that all jobs that will be filled by offshore H1B visa's must first be recruited for to fill with a US citizen. It also requires posting the salary for the H1B visa position. Follett recruits for these positions even though it has NO intention to fill with a US citizen, only Infosys/TCS so they are in compliance. There are plenty of US workers that qualify. What the company does is modify the job description to contain skills that lean to Infosys/TCS. Don't kid yourself, these postings are nothing more than lip service.
I have not seen a single new employee in IT in the last few years. This is ALL consultants whether shipped in from India or offshored to India.

Follett is always actively recruiting. The foreign aspect isn't the end game. They're recruiting younger cheaper talent all the time. Look on LInkedIn. This is a great site for info about your rights. Just because you haven't been laid off yet doesn't mean it wont happen. SS has one goal and that is outsourcing to his mother country. Look around, who is building all the new systems at Follett.....epic fail.
