TOR is pretty much THE gold standard - I think as long as you do not threaten anybody this is kind of a 1st amendment thing

Use your phone, disconnect from WiFi, you'll be fien
I doubt it, as long as you are not doing it from the office/over VPN.
Download and use TOR browser.
Obviously whoever runs the site (eg: NSA) knows your ip.
