Guess the change to CCG & PEG is Murthy. Also to IoTG, SSG & DTSG.
Listen to what you are saying and treat the phrase literally: "No, there are no guidelines/penalties for staying in one grade too long". All that means is there is no hard and fast rule. Some can get SSL4 + ISP for 5 years in grade some can get it for 10 years in grade. Its is an obfuscation to say there is no guideline. Of course there is no guideline because that wouldn't be in the interest of the sr. managers who want to pick and choose what case they use it for. When it comes to a hard rank group they will use it. I know because I have done it in exactly that case.
That time in one grade question has been asked to many upper management people and the response has been: No, there are no guidelines/penalties for staying in one grade too long.
That's not really a new metric. Back in the "old" focals system (where you got both a "rating" and a "trend"), time in grade was used to determine who got the dreaded "Slower Than" trend rating.
There's a new metric: length of time at current grade. Beware, old guys!
