Are H1Bs the only ones targeted? How about those on L1s and GCs?

Yes, Most L1s are laid off, I am one of them.

Difficult to say since so many people in QUIC are H1Bs. Definitely some L1 were hit though, I personally know two people who got laid off that are on L1s.
