Fulltimers with long termers in qc would go first
Contractors will not go first Full Timers will. Greater savings cutting FTEs than contractors. Full timers are also harder to get rid of except when in cost cutting mode. The contractors can be let go at a later date without notice. Contractors aren't even included in headcount
