Maybe the survey is a just a way for Target to have another round of layoffs but not provide severance packages? (Cost Optimization)
They will now be eliminating team members based on skill set that could be their reason to not provide a severance.

Target wouldn't do something like that. You're being paranoid and stirring the pot because....?????
The Survey is just a way to cover themselves legally post the layoff if there are issues raised in courts
