Yeah, it depends on what area you're in but for the most part people are either scared to be laid off, or their area was already hit and they're trying to decide if they should stay or leave on their own.
I guess that depends if you are part of the C-suite or the toilet seat.....the toilet seats are miserable and the C-suite is 'relieved '.
