Let's say that due to the booming tech industry I had a bunch of offers on the table. If the Q isn't giving out promotions any more and the stock is declining, how can it hope to keep me?

I was in the same boat and presented my case with Manager/HR. They asked me to do what's best for me as they can't do anything for me. So I did leave with a huge pay rise which Q would have never given me(after so many years of building my repo). Someone's loss is someone's gain.

Leave, honestly I think QC will show you the direction of the door if you told them your case. They do not need you at this point.
They should get rid of everyone who isn't on the wall of patents!
If Q can't be competitive (which it isn't) and you are really that good , you would do what others have done or are in the process of doing. Leave. Q is too big to care about quality of employees at this point.
If you have a significant number of unvested RSUs and you are in a key role it has to be worth negotiating. I don't know what sort of leverage you can expect these days though.
@Anonymous111119, yes engineers, directors and even VPs driving their Canyoneros can be replaced, with only short term impact. Only guys like Sanjay Jha are irreplaceable.
OP: There are times when I'm convinced that the people who run the Q aren't interested in competing with other companies at all, let alone to keep employees. The short term goal of management seems to be to run the stock price up so they can make their pile and bail. I eagerly await Sr. Dir. Porsche Cayenne's retort....
@111106: That middle managers are easily replaced in a company like the Q, I would agree with--although arguable, Q has too many middle managers and needs to get rid of them more than they need to get rid of engineers. Your argument about engineers being easily replaced I would disagree with. It depends on what the engineer does. If you are talking about entry-level hardware and software engineers, then, yes--by all means, feel free to plug 'n' play the cheapest H1B you can find. (Note to HR hiring manager: It would help if they can actually document their software in English.) For more advanced engineers, you need to spend the money on people with the right skills. For engineering managers and project leads, they not only have to have the right technical skill sets to keep the project on track, but they have to be able to deal with the rest of the engineers on their projects--many of whom act like they have borderline Asperger's tendencies. This is similar to herding cats, and requires different people skills than managing, say people in a marketing division.
Q is looking to downsize right now. They really want people to leave - the more the better. If you got a chance to leave, you should take it.
