1) Flatten the org by removing Group Managers! They are worthless!
2) STOP the f***ing meetings where people just talk shit and try to show off and sound smart... have valuable meetings!!!! work meetings where people do work collaborative work! not just talk about the work you'll do and never ever gets done or it takes forever.
3) Cut the B players. lots of people with nothing to do. Identify the entrepreneurs, the people that want to work and make a difference, the ones challenging the status-quo.
4) Make Target a technology company, get rid of the retail company image. Retail is going bankrupt!
5) Promote a culture of accountability and strict professionalism. If someone did something wrong, it's ok to point it out. cut the crap (Minnesota nice), and learn to take feedback positive and negative.
