Can someone guide the criteria being considered for layoff? Is it the very recent review or what exactly are the factors

Are there some groups at QC which simply give out all 4's and 5's, or are managers forced to give out 3's and below each rating period?

Managers have a survival instinct. Many here will think the slackers in the in-crowds will be saved, but I would argue against that this time. Those managers needs to think ahead to who is going to do the work if they leave the slackers in place. If poor team performance continues, next time it will that entire team including the manager.

In summary, less favoritism and more survival instinct in choosing who to let go. Below 3, gone without hesitation. 3 rating for 3 or more periods - gone without hesitation.

Money. It's always money. If you cost the company more than sum "n" per year, per your grade, legal will attempt to find a justification for firing you--even if you have high scores previously.

They look at the past 2-3 review cycles. People with a 3 rating over multiple cycles will have a high likelihood of letting go. If the numbers are not sufficient, they'll probably look at mix of 3 and 4(old 3.5) ratings also.
