OOTCS doesn't exist any longer.
Franklin is an amazing resource. On investments.mail. For all the emails he sends there, I doubt if he has done anything useful for last five years. Fire him, save money (he doesn't need any!) and make him an honorary consultant for investments mailing list. His email about lending club today was good, not so good for the Qualcomm share price.

It's accounting creativity to fund this country club just to house Franklin for historical purposes in campus. In BCG's independent review it was found OOTCS is a gross wastage and actually generating negative productivity due to number of spam injected by OOTCS dept during work hours in to QC hosted mail list.SM is strictly "ordered" to eliminate this cost centre else his future bonuses may be impacted negatively...
See org chart. Teams in QRC generate royalty revenue which is 2/3 of the QC profit. Much better than working hard but can't making profit under aimless MR.
Rumor is executive management is looking at this division as the "Country Club", so you never know what's going to happen.
