why wait?
If they are still submitting H1B applications, this could mean a couple of things: (1) The bulk of the layoffs will occur after this year's round of H1Bs are hired; (2) Layoffs will occur in numbers too small to trigger WARN Act; (3) They will PIP most people to avoid giving out 2 month GTFO packages. I'm betting on #3.
