What else can we blame the H1Bs for? Irrational Exuberance by the decision makers, too many ill conceived pet projects, irrational hiring, antitrust issues in China and Euro? BTW, how much did those cost in terms of fines and legal fees while we expected higher revenues from those countries? How come we didn't see the Samsung thing coming? Now we are in irrational depression!

Samsung thing was wide open for everyone to see. Samsung always has chip ambition, and QC was helping Samsung all along, by licensing all essential and non-essential patents. The licensing agreement allows Samsung to use most of QC patents. It has worked out just as QC has expected to collect royalty without the cost of producing chips. As an engineer, you are a cost to QC rather than a profit.
