Today I got an email from my manager that I'm safe however 3 engineers i work with will be terminated unless they can find a new group. I feel kind of guilty. One of them is a 16 year veteran and one of the smartest people I've ever met.

Managers don't even know how deep they are going at this point. The OP is bullshitting just like all the people who claimed to have been laid off in the last couple weeks.
From what I understand managers are supposed to come up with multiple list of people to cut depending how deep it goes and won't find out how many until September.
Managers in some non QCT departments think they know, but things are still up in air for many, and cuts may go much deeper than anticipated, and the off-shoring isn't 100% settled. Also remember there will be another layoff in early 2016, and this trend will continue. Margins will continue to decrease.

true story. I already told the people in my team that are safe. i dont' want them stressing over the next 2 months. so they know they are safe they can focus on work. I'll probably just tell the others some bullshit about how we don't know yet...yadda yadda. do i feel bad? nope, they were not good performers. they've been told before, they should expect it. those who fall behind get cut. only the strong survive.

no manger is in a position to email anybody about who is going to be fired at this point.
