It is QC’s plan all along to help whoever that wants to build mobile chips, including Chinese companies. When they get their products to the market, QC collects the licensing fee. Since the fee structure is still intact with a haircut, QC does not need the China division any more. China NDRC helped to make this happen. Good luck working for Huawui or Spreadtrum.
