Primarily US based. US is with higher costs...and the objective is to reduce costs....so cut where the higher costs reside.
Also if the competition is in China, have to get the costs down to the international competition.

Its seems to be US/High cost centers specific crisis,There may be some symbolic tail cutting globally but looks like idea is to thin down cost and move most of biz ops to low wages places to compete with MTK/Other fast rising low cost players in this game...
