Doesn't CA mandate 2mo notice to employees part of mass layoff?

no notice now, anybody saying so is not being truthful. qc has always been ethical in this regard.
QCOM is very unethical. Don't be surprised if you get screwed over. Common, take it like a man.
The 2 month package is the minimum. You can be told to GTFO tomorrow, but you have to be paid until 61 days from now. If you are told to GTFO the day after tomorrow, you have to be paid at least 62 days from now. Etc.
They don't have to if they are giving 2 month severance package
CA mandates 60 days notice for any employees terminated as part of a mass layoff. If you didn't get a notice today, you are good for the next 61 days. Don't get a notice tomorrow, and you are good for 62 days from today, etc.
You are referring to the WARN Act of 1998.
