I've heard some departments are hiring soon in the midst of a 2-years lay-off plan? Out with the old and higher paid employees and In with the cheaper new employees? Just my one cent. What do others think of this conundrum?

It makes sense. You let go of people who DO NOT have the skills you need and hire those that have the skills you DO need. Not sure why people can't understand this simple concept.

96130 - I heard the same discussion to the financial community that you did and we were all told that restructuring will happen over 2 yrs. There has been plenty of opportunity to put this confusion to rest but instead, it was reiterated last week by Kathee and Co. If you are a manager or above, ask your team what they think and you will find that you are a minority. It is completely absurd that some areas are looking for filling roles where others are waiting to find out their fate (in the same role but different "pyramid" or whatever it's called now).
This isn't a conundrum, it's common sense. Who said we were laying people off for two years because that's not what Brian told the financial community. The layoffs will have impacts for two years. You can't expect a company not to hire to fill necessary positions. There's plenty of spots that were open prior to the layoffs that still need to be filled, and there are plenty of people who left after layoffs that need to be back filled. Yes it sucks that people were let go and we're hiring, but in most cases the positions that are being filled aren't ones that were cut.
Based on what has played out in the media and in the tech community, it is not likely that anyone would be interested in working for Target - contractor or employee.

TTS is hiring technical engineers at HQ. Those are not new cheaper employees.
