It's confirmed that there won't be layoffs for next 12 months in Target across loclations. How ever performance based actions would continue organically, stop haunting this site continue to focus on your skills and work.

There will be freeze for code changes always but not for layoffs any more...
I've heard both tomorrow and the 23rd as potential layoff dates. This is coming from a friend of mine that is in upper management in Marketing.
