Save Money and Merge Prod in Dev: reduces complexity, saves on having to patch 2 environments, makes sense

It's better to just put it in before freeze...you met the goal; and you can always fix things in production - SBE over the next 5 years (had it been done right, there wouldn't be one) - I see a lot of duct tape. I've never worked for a company that has had so many system issues...could it be because the left hand doesn't know what the right hand is doing and there is no communication between the two? Just sayin....

I don't always test my code, but when I do, I do it in production. Stay thirsty my friends.
Why test at all? That just takes extra time. Go straight to prod.
If you want to save time, which saves money, how about giving control of dev, test, and maybe even stage, to the teams that actually do develop and test? Theres a radical idea for Target.
Don't do backups either, shows a lack of confidence in your work.
DEVOPS and AGILE I say at least in ritual.....
Let's document all change records on sticky notes too. They can be posted up in the offices of all the DMG and officers that have left.

Are you advocating not having a dev environment or not segmenting the network. Either way something you may not want to do given your security history and previous issues in production.
