I actually know a team member who was/is close to retirement and they tried to volunteer for the last big layoff and was told that Target does not take volunteers. This person will be retiring on their own, but they were surprised at the HR answer when they tried.

I agree completely w/ the OP. Also folks who are close to retirement. This isn't a far out idea, other big companies have offered that in situations like this. Also, what about the folks who are on Corrective Action or "Problem Performers" . Why not take a good look at that pool of people. That did not happen in March.
