I was not affected by the lay offs so my non compete will not be waived. I want to go work for a vendor but don't know how to approach this. Do I not tell Target where I am going? Has anyone gone through this before? Does Target actually enforce this?

As far as I know, Target has not been enforcing this and I know because of several friends that left to go work for vendors doing biz with Target. And most vendors are aware of the non-compete. Just don't tell Target where you are going.
There is a difference between going to work for a vendor and going to work for a competitor. If you are planning to work for a vendor that does work with TGT, you will not be allowed to work on TGT business at that vendor--this is prevent insider trading, vertical integration, or something along those lines--a disclosure and exemption form will have to be filed with TGT. If you go to work for a competitor, TGT will deny your two weeks notice and send you home on the spot, so be prepped to go.

By noncompete they prob mean Walmart vrs Target. ... Than sock vendor 42. If you need clarity ask an employment lawyer to read it. But I agree they are unlikely to pursue you.
Not quite what you're asking, but FYI that non-competes are not valid in California.

Target's legal recourse will put you in the crosshairs not your vendor since you signed the noncompete not the vendor. With all that Target has on its plate and the potential bad publicity, I question if they would pursue this legally.
