To do any of the work you pretty much only have BA's (who are either long-term in their role and not promotable or recent college grads) and TI (who are only occasionally effective at best). There's no way the Directors or JW had any say in this. If this same lack of strategic thought was done in other areas, Target is screwed.

How many PM's are left in MPD now? 96 sounds like a lot to lose...but I don't know much about MPD and the structure...
