Can anyone who's been hit by a Target layoff confirm they pay out accrued vacation time in addition to a severance. An earlier thread mentioned that isn't necessarily the case and they are not legally obligated to do so in MN...

Ask for your PHs, what harm can it do? And if you're one of the people that they are going to eliminate but you must stick around awhile, ask about a Retention Bonus. It doesn't hurt to ask.
On November 15 2007, the Minnesota Supreme Court decided Lee v. Fresenius Medical Care, Inc. (Case No. A05-1887, 2007 WL 3378653), resolving in favor of employers the question whether an employer is required to pay out all accrued vacation and paid-time-off (PTO) to terminating employees in all cases. The Court held that this issue is purely a matter of contract between the employer and employee, such that an employer need not pay out unused vacation and PTO in accordance with its internal written policies.
Personal Holidays should be paid out as they are accrued not, and not granted once a year.
It is a severance that no company is ever obligated by law to provide, but Target has historically provided it.
Yes, you are ALWAYS paid your vacation no matter what. Your PH is not paid out UNLESS you ask in most cases.
Yes you do get the vacation time paid out. But not personal holidays.
