We already have eliminated all contractor PMs and BAs in our area...

I was hearing about cutting 30% of contractor footprint in each of the TTS portfoilo's. As suggested by 87743, the cut would be mostly to contractors vs TM. Summer time would be when you might see TM cut.
Most of the cut would be role elimination(contractors) in PM and BA roles, I had been given a role that a contractor Was playing, the contractor was communicated that his last dat @ target would be end of April, cut would be more on the contractor side this time and once they figure out the open roles vacated by contractor is filled by target TM, they would get a good inventory of TM not assigned to any project, if they couldn't get them productive, there would be another cut, in between there would be attrition too.

TTS is so bloated that I am not sure 30% is enough. Bob, when he joined last year, raised the hope of TTS but even he realized that there was no hope for TTS without cutting so much waste. They need new leaders who are not out to protect their jobs. They also need figure out how they will deliver value to Target.
Anonymous87537, are you referring to BAs and PMs at Target when you said they are valuable?
Really hope you aren't flooding the IT market. Part of your problem is the lack of any leadership in IT. Your pipe dream that u will find cheap local developers who will also act as BAs and PMs. Or maybe it is offshore Agile teams and the business will start working 18 hour swing shifts. Target you need to canbthe Bobs at Bain because BAs dont bring the specks from the customers to the engineers they add value. And a good PM prevents projects from going double their budget.
No wonder they are still hanging on to admin's they will still need people to update org charts etc..
If true, KMGs and managers better be a part of the April 7th layoffs. There are so many useless IT leaders that you wonder how they are able to make any progress in TTS.
