If HR people at Target have any influence over the future layoffs over the next 2 years, it would be so great if they allowed people to volunteer. Other companies (including amazon) do this and I think it makes things more fair, especially for people who want to stay.

I know a handful of people within my department who will be retiring within the next two years. They would volunteer for early retirement if offered. It does not make sense to keep them and hire/train/invest in someone else at a later date. If they left now, we would have a better view of how we can incorporate those tasks within the new reorg process and possibly save another talented person who wants to stay with the company.
Makes a ton of sense. If you're on the fence about leaving you'd probably go ahead and take a package and just go. Better for Target - they keep those who really want to be there and clear out those who are unsure. No one who absolutely wants or needs their job is cut. Only danger is it's usually the best talent who are the risk takers and have prospects in the works and will volunteer.
Too bad we weren't union. Then layoff by seniority. No questions on who goes who stays.
