I heard HR is working on Job Title changes for all TTS folks in Target India like Engineer , Technical Manager . This is a hidden agenda to fix some people to lay off them. Similar exercise was made for Testing team in past and some people were asked to leave.

Mark some people to some title and keep some job responsibilities so that they get into mess and then say you are not performing as expected to make a case of layoff is the new strategy
If you are delivery manager, program manager,test lead, implemention lead, release manager, or anything with a test title, you are a target, no pun intended.
