Well Christmas Day & New Year’s Day are holidays so you are off. That counts as an in office day. Otherwise the rest of the week is standard hybrid schedule. Nothing new.
Just take a few half days each week. Holidays count as rto days too so two half days each week does it

My LOB is allowed to work remotely the week of Thanksgiving and the last 2 weeks of the year.

Well, considering that both of those days are a holiday, it would be a safe bet to say yes.
Regular 3/2 schedule with Christmas Day as in office day. Same with new years
A union would fight to allow workers to work from home if they had to work a bank holiday.
