Instead of trying to revive the dinosaur manufacturing company, US should sponsors NASA like institute to gather the best brains and use AI in automating the fab process. TSMC Arizona can be the best partner to make this happen.
CHIP act allocations are conditional upon business success not investment.
TSMC has achieved that metric of success.
INTEL wants that money without delivering the metric of success.
Not sure how that will play out.

TSMC will be sued and unionized into oblivion. They will bleed white in North America. The weak chairman who authorized putting a factory in the US has stepped down. It will be the best for all side for them to sell the plant to Intel and go home.
TSMC is the only one delivers. Really glad to see the fund goes to the right place. Intel should open its eyes to reality now and get down to its knees to dig its way out.
