People’s work gets taken to make others look good, promotions are on hold - or so we're being told, and management just isn’t stepping up. The culture is toxic - everyone’s overwhelmed but no one’s willing to ask for help, scared they’ll lose control or face consequences. The list of issues just goes on.

All band 4 people not doing anything, special more than band 3. Layers of layers of "we need parts" and "pull in" like something we can buy from walmart
Same in our team and the others we work with. I keep thinking we have seen the worst as it has been flat for a year or two but it is now spiraling again. The atmosphere is horrible.
