…eliminates two hours of free time for voting on Election Day and replaces it with a requirement to use PTO instead.

Be the one who does early voting, so it is not an issue.
Leaders decide what is said. Corp comms does not do that. Think about it.
We have the worst corp comms team around. If there’s a way to make something unclear, they’ll find it. It’s still 2hrs free time off to vote, go look at the HR portal.
From the announcement in Blue News: “Take note: if you vote on Election Day, you are encouraged to do so either before or after normal working hours. If that’s not possible, you can request paid time off through your manager to vote.” In the announcement “request paid time off” is in bold.
You are not expected to use PTO. You are being asked to check your supervisor about when you want to vote on Tuesday. Just be courteous so your manager and let them know when you will be away to vote. You will take that time off and be paid for it by the company without using any of your PTO hours. The message you saw may not have been clearly worded but that’s what it meant.
