Yes, there is a hiring freeze in IT. Many teams are not getting reqs for new positions or being allowed to back fill.
They usually also have a hiring freeze during election season. Could be a combination of the two.
Most likely there is a freeze as within a few months, there will be thousands of new employees transitioning from Cigna Medicare which should also include some IT developers.
