I got laid off in February 2024, I reached out to service center around the same time to provide me with an address to return the devices, they never got back to me. Can I use these devices for my personal use now?

Reimage the device and turn it into a po-n server to make cash on some clicks
Keep all peripherals, docking stations etc but return laptop. The edispose of everything so u may as well keep the peripherals

it's been nearly a year. I'm not interested in long-term caretaking of an item belonging to a company that shafted me.
Is that reasonable in any other circumstance? Leave your coat at a restaurant for 8 months and see how it goes.
I'd chuck that thing into the nearest body of water and let them know where they can retrieve it. I might even donate a few large rocks to help them dive deep enough.
The equipment return information was included in the termination paperwork.
Maybe, You might have to go through the trouble of removing the old Cigna hard-drive, installing a new one, then installing a new operating software and drivers.

most company devices have tracking software installed on the OS and some even have it embedded into the hardware. FYI..
