It is not a surprise. 80% of Intel people are waiting for instructions and specs. They do not have much technical competence, no motivation for innovation. Most technical decisions are made my people managers, this is why Intel is so far behind.

I would like to throw out a proposal that you can blame HR for all of this. Hiring terrible candidates for various roles for more than a decade. Or allowing promotions of people into leadership roles who have no business being in such a position. Essentially the created a overall team that just can’t get the job done and we coasted on older teams success for too long and ran out of runway.
