They can’t legally keep you from applying but as Tim May said… Cigna won’t be actively interviewing or reviewing applications of these employees. So you can apply but they won’t call you for an interview.

Non competes rarely hold up in court.

Also, they’re really meant specifically for high level folks who may have an opportunity to take sensitive business knowledge to a competitor and implement changes there.

They’re not really focussed on a band 3 analyst who’s trying to get a $5K raise from a new employer.

Nobody is trying to preclude you from opportunities.
