Was up for a big jump but was told today that all promotions have been denied and he's not sure we'll even have raises at EPR time. Layoffs no doubt coming soon.

Agreed with previous comment. ”Leadership” had the budget for weeks (if not months) now which would have provided very clear headcount and promotion potential for ‘25. Hiring freeze is equally old news. If you were up for promotion they would have put you there when they could see the signs. Sorry, from someone in the same boat
If you were told “today” about this then you were not, in fact, up for a promotion.
