Can a team post for a lower level job (P4) , and layoff someone at P5 around the same time? If there a time period they must wait before they can pay someone off after a new hire?

There is no rule/requirement (not even the 6 months as a lot of people believe).

Yes. Only requirement is a displaced position cannot be filled or posted for 6 months.
Probably gets posted before the ink on your severance package is dry.
If all else is equal, no. However l, they can lay someone off in a non-core location and open a req in a core market.
Otherwise, most LOBs are approaching hiring freezes so they'll just take the savings
