I have several employees I am close with on medical leave. What happens with employees on leave during a rom? Will they be able to apply for jobs? Will they be given a job when they return? I thought their job was protected?

If you are on US payroll they can let you go during a layoff, even if you’re on a protected leave.
It depends what payroll they are on. It is well known that in some countries you can go on medical leave for years by having a crooked doctor agree you have "back pain". You can NOT be fired for any reason until you are back at work for a while.
When I was in a women’s employee network maternity leave benefits call before my first baby they said if your role is removed during an reorg or whatever they want to call it and you’re not placed elsewhere they are able to lay you off legally, even if you are on FMLA. With the last one, I was on going out on mat leave when jobs were posted - I was literally in labor applying to jobs because my baby came earlier than expected. I didn’t talk to anyone literally just submitted my talent card. They placed me in a role and I started when I returned from leave.
I was on maternity leave when ROM was in progress. FMLA activated as well. I applied for jobs and had phone discussion with my PDR. Yes, I got a position and came back to work after my maternity leave ended. It was not a terrible excuse, but I would rather focused on my recovery and took care of the baby. Instead, I spent hours going through the ROM process which was not that simple either.
