Normally Directors and Managers are responsible if company is not doing well. Because they engage in all strategic discussions and decisions. They don’t even allow us to speak to business or leadership. In this company how they are safe enjoying their vacation. Developers who follows their instructions are punished and moving to vendors.

You’re looking at it all wrong. The Directors and managers are the one’s that will be displaced once the transition is complete.
The financial savings have to come from somewhere on this move and this will be one of the first cuts.
