For those who have been laid-off, network hard and look at least twice a day on all job boards.

The US Department of Labor is reporting low unemployment rates, not really. The rate is calculated based on who is filing not who still needs a job but has been cutoff from benefits because of state unemployment reform.

While the layoff was being planned part of the research was unlimited PTO. 100% this limits liabilities when employees are laid-off or fired. No PTO payouts which reduced the operations budget. CDW unlimited PTO is “as the business allowed” so you had both unlimited and zero PTO.

Unlimited PTO focuses on budget control removing the solid value of accrued time. Nothing is accrued (shrug), when you leave, nothing is owed you which is removing the total comp for you as an employee from both ends.

Check your state of residence unemployment office to understand the unemployment laws. The state law is what takes precedence only a White House reform can extend the amount of months unemployment given. Right now there isn't one and CARES act expired.

Part of the layoff planning was job consolidation, job elimination and a quiet hiring freeze.

Hang on tight, it's going to be a rough battle for the near term as we're in Q4 and there's a big Fed election coming up and businesses are cautious in a holding pattern to hire now until sometime in the new year. Things should hopefully open up some more in 2025. The Tech industry job market was really tough the past year+ because the market was saturated with highly qualified candidates.
