Yes, Construction digs is placing conduits for the new project.
If done correctly Lumen stands to make some change, as in coins.
This is when you need James Q. Crowe of Level 3, say what you want about him, he could
organize a dig and complete it judiciously.
For those that did not know of the man, he was very wise to lay the additional conduits
for future cost savings.

You can bury a million strands and 100mi every day, makes no difference unless you are selling something to light the fiber. Betting on just fiber seems like a betting fools choice.
