So in a call with my unofficial manager and I am not exaggerating. Our director can’t be bothered to meet with us and there are no managers in our area. Anyway, this person proceeded to guarantee us we would not be hit with RIFs. My thought is the cut is coming and she is trying to keep us from leaving before they are ready or she is as clueless as the rest of us. I personally go with the first option as she is a bad liar. Not too mention the person is not a manager or lead.

no one who is actually in the know is going to “guarantee” you wont be rif’d. whomever told you that is completely full of cr-p.
No one knows. If you are not in HR or Finance, you have no guarantee of anything.
