So who actually decides who gets RIFed in these regular layoffs? Is it HR? The worker’s manager? Some combination? TIA

I have been involved with multiple RIFs. Someone here said the decisions are made at staff VP/VP level and it’s correct. Some of them seek input from the managers reporting to them, some involve their HR person. Sometimes certain titles are targeted. As Riffy said, salaries are not considered. With department headcount permanently reduced, they are looking for people/roles they can do without. Sometimes it’s lower performers or people with poorer skill sets, but high performers whose responsibilities are seen as less critical for the department are at risk too. Some leaders try to be objective and fair, some play favorites.
My VP is the cause of all of the problems! I guess failure is rewared at this hole...

It’s hard to believe that a company would base decisions on ‘who can we do without.’ In today’s world, with so many knowledgeable professionals available in the market, it’s unlikely that letting go of one person would significantly affect the company. Most companies aren’t dependent on just one individual anymore, given the wide range of talent and expertise available in various technologies. So, how can such a factor still play a major role in decision-making?

Salary has never been a factor or mentioned a single time by my management chain. It has always boiled down to "even though it is painful, who can we really do with out?"
The higher your salary, the bigger the target on your back. They don't give a f-c|< about anything else. $$$
If you received 1 or more meets partial expectations, you are on a lust to decide who ho-s. Next determining factor is salary.
I'm a manager and I had no say or idea of the rif happening u til I was given names of people I had to let go. It is so disgusting and it makes me seriously regret working for this company
The names are typically finalized at staff VP/ VP level and sometimes they consult first level managers.
The VPs were sworn to secrecy is what i have learned.
Combination. Sometimes managers have no involvement at all.
